Zhejiang Energy Regulator Promotes Implementation of EV Truck Charging and Swapping Infrastructure Layout

The Zhejiang Energy Regulatory Office has recently completed a special regulatory review of the construction and operation of new energy vehicle charging facilities across the province. This review comprehensively assessed the development and operation of charging infrastructure, power supply assurance, safety management, and platform data.

The review found that public charging supply for passenger vehicles in the province is approaching saturation, while the industry focus is shifting toward charging and swapping infrastructure for heavy-duty electric trucks. However, heavy-duty truck charging and swapping stations require large power capacity, facing challenges such as insufficient distribution network capacity and misalignment between project construction and grid capacity expansion timelines.

Addressing these issues, the Zhejiang Energy Regulatory Office conducted special research in collaboration with the provincial Energy Bureau, promoting the issuance of the “Zhejiang Province Electric Heavy-Duty Truck Charging and Swapping Facility Layout Implementation Plan (2026-2030).” The plan coordinates station construction with grid capacity expansion timelines, simplifies cross-departmental procedures, and promotes efficient implementation of heavy-duty truck charging and swapping projects.

Moving forward, the Zhejiang Energy Regulatory Office will continue to track the implementation of the plan, focus on heavy-duty truck charging and swapping power connections and policy execution, carry out normalized regulation, actively promote solar-storage-charging and vehicle-to-grid interaction demonstration applications, and support green and low-carbon transformation in the freight sector.
