Shanxi Energy Regulator Holds Q3 2026 Regional Distribution Grid Analysis Meeting

To implement the requirements of the State Development and Reform Commission and the National Energy Administration on high-quality development of distribution grids under new circumstances, and to effectively improve the operational management level of Shanxi’s distribution grid, the Shanxi Energy Regulatory Office recently organized a Q3 2026 distribution grid analysis meeting with the State Grid Xinzhou Company, Shanxi Diandian, and Pu County branch.

The meeting acknowledged the positive results achieved by the three power supply enterprises in strengthening distribution grid management and improving power supply quality, while also analyzing problems in distribution grid construction, operation, and management.

The meeting emphasized that high-quality development of the distribution grid is an important foundation for ensuring stable economic and social operation. Power supply enterprises must adhere to problem-oriented approaches and use a developmental perspective to break through challenges constraining high-quality distribution grid development. First, strengthen distribution grid fault analysis and remediation, conduct thorough item-by-item assessment, standardize statistical summaries, and form targeted remediation measures to improve distribution grid operation levels across the board; use fault analysis results to support distribution grid investment decisions, improve investment precision, and conduct targeted remediation of existing grid problems. Second, address voltage limit violations caused by distributed photovoltaics by improving the application management of “four-activatable” devices for distributed PV, formulating supporting management regulation documents, clarifying departmental and job responsibilities, identifying the entities responsible for implementing “four-activatable” device functions, and detailing control trigger scenarios and implementation conditions to promote standardized deployment of these devices. Third, carry out remediation in weak power supply areas such as rural grids, focusing on issues including excessive supply radius, insufficient supply capacity, and low end voltage; precisely implement grid upgrades and transformations, continuously optimize grid layout, narrow the urban-rural power supply guarantee gap, and effectively improve user power supply reliability.

At the meeting, the three power supply enterprises pledged to strictly implement the meeting requirements, strengthen distribution grid operational management, fully address weak links, and continuously improve power supply assurance capabilities.

Moving forward, the Shanxi Energy Regulatory Office will continue to improve distribution grid regulation, promote high-quality development, solidly build the province’s distribution grid safety and stability operation defense line, connect the “last mile” of power supply services, and provide solid power assurance for high-quality economic and social development.
