North China Energy Regulator Establishes Regional Power Safety Inspection Mechanism, First Round Inspects Inner Mongolia

In response to the rapid growth in the number of power enterprises within its jurisdiction, the dilution of safety management technical capabilities, and the increasingly complex and severe work safety situation, the North China Energy Regulatory Bureau has earnestly studied and implemented General Secretary Xi Jinping’s important instructions on work safety, scientifically analyzed the characteristics of the current situation, and actively implemented the deployment of the National Energy Administration’s power work safety requirements. The Bureau has innovatively established a regional power safety inspection mechanism in North China to rigorously and practically strengthen power safety supervision. Recently, the North China Energy Regulatory Bureau, in collaboration with the Inner Mongolia Autonomous Region Energy Bureau and energy competent departments of relevant leagues and cities, launched a three-party coordinated initiative to initiate the first round of power safety inspections in Inner Mongolia, striving to create a stable and safe power environment for the 20th Central Committee’s 5th Plenary Session.

Considering the heavy power export mission of the Western Inner Mongolia Grid and the significant responsibility for safety and supply security, Inner Mongolia was selected as the first stop for regional inspections. Before the launch of the inspection, principal officials of the North China Bureau specially heard reports on inspection preparation work,明确要求 using the first inspection action as an inaugural practice for improving the inspection mechanism, strengthening regional safety warnings, and achieving full-chain regulatory work. Official in charge led the on-site supervision and guidance throughout, closely focusing on the accident situation in the third quarter, selecting locations including the Inner Mongolia Power Group Central Dispatch and Bayannur Local Dispatch, concentrating on power safety assurance and grid-related safety for the 20th Central Committee’s 5th Plenary Session, increasing inspection intensity, and compacting safety responsibilities at all levels.

This inspection focused on the implementation of major conference power supply responsibilities, grid operation safety, important user protection, and power monitoring system cybersecurity. It comprehensively adopted methods including reviewing account books and materials, on-site equipment verification, and staff inquiries. The inspection team consistently maintained a problem-oriented approach throughout the entire process, cumulatively identifying over 20 issues related to safety management and grid-related safety, effectively clarifying regional safety realities and pinpointing risk vulnerabilities, setting a benchmark for the inspection mechanism’s implementation, and ensuring the first round of inspections got off to a strong start.

The inspection team fully affirmed the deployment and innovative measures of Inner Mongolia Power (Group) Co., Ltd. regarding power safety assurance for the 20th Central Committee’s 5th Plenary Session, and proposed five key requirements for addressing rectification and solidifying power safety assurance: First, elevate political awareness, earnestly study and implement General Secretary Xi Jinping’s important instructions on work safety, deeply understand the extreme importance of power safety assurance for the 20th Central Committee’s 5th Plenary Session, and compact enterprise work safety主体责任. Second, enforce closed-loop rectification; for issues identified by the inspection team, those capable of immediate rectification should be addressed on the spot, and those that cannot be immediately rectified should have responsibilities, measures, funding, and timelines clearly defined to ensure on-time closure. Third, strengthen cybersecurity protection, strictly implement the requirements of “safety zoning, dedicated networks, horizontal isolation, and vertical certification,” strengthen monitoring and early warning, safety assessment, and emergency response, and resolutely defend the cybersecurity of power monitoring systems. Fourth, highlight high-risk operation control, adhere to high standards and strict requirements, strengthen safety awareness, consolidate safety foundations, deepen hazard identification, strengthen “three external” management, strictly prevent personal casualty accidents, ensure reliable power supply, and ensure flawless power safety assurance for the 20th Central Committee’s 5th Plenary Session. Fifth, based on local industry development realities, anchor the power assurance needs of new quality productivity enterprises, proactively connect with government departments, elevate key area power supply capabilities through high-standard grid construction, implement differentiated operation and maintenance control, improve power quality, provide high-quality power supply services, and build a safe and reliable energy foundation for new quality productivity development.

This round of inspection is the first action after the establishment of the North China regional power safety inspection mechanism, marking the official launch of regional power safety inspection work. This inspection further established a stringent regulatory orientation, pushing enterprises to eliminate risks and hidden dangers at their inception, building a solid shield for power safety assurance during the 20th Central Committee’s 5th Plenary Session.

Next, the North China Energy Regulatory Bureau will thoroughly summarize the experience from the first round of inspections, refine and improve the regional power safety inspection mechanism, and continue to conduct inspections on key regions and enterprises within the North China region. It will consistently adhere to problem orientation and closed-loop management, take measures such as interviews, notifications, and administrative penalties in accordance with laws and regulations for units with insufficient rectification, and organize “look-back” inspections for major issues as appropriate. In conjunction with the summary and conclusion of the three-year action plan for work safety fundamental remediation, it will further deepen source governance, resolutely prevent and curtail various power safety accidents, and fully safeguard the safe and stable operation of regional power systems.
