Liaoning Province’s Department of Industry and Information Technology issued a draft revision (version 5.0) of the “Liaoning Province Power Market Registration Management Implementation Rules” on October 16, addressing market registration for business entities including new energy storage, virtual power plants, distributed power generation, electric vehicle charging facilities, and intelligent microgrids.
The draft clarifies that business entities include power generation enterprises, electricity sales companies, electricity users, and new-type business entities participating in power market trading. New-type entities cover energy storage enterprises, virtual power plants (including load aggregators), distributed power generation, EV charging facilities, and intelligent microgrids. Grid enterprises also need to register for government-authorized contracts and agency electricity procurement.
The document stipulates that electricity users who previously participated in market trading but switch to grid agency procurement without valid cancellation reasons will face electricity prices consisting of 1.5 times the grid’s agency procurement price, transmission and distribution fees, system operation costs, grid losses, and government levies.
