Hunan 'Six Networks' Major Project Investment and Financing Matchmaking Conference: New Power Grid Projects to Receive Increased Medium- and Long-Term Loan Investments

Recently, the Hunan Provincial Development and Reform Commission, together with the Provincial Party Committee Financial Office, held the provincial “Six Networks” major project investment and financing matchmaking conference. Representatives from provincial departments including the Water Resources Department, Housing and Urban-Rural Development Department, Industry and Information Technology Department, Transportation Department, Communications Administration, and Energy Administration attended, along with 26 financial institutions such as the Hunan branches of China Development Bank, the Export-Import Bank of China, and the Agricultural Development Bank of China, as well as representatives from 14 prefecture-level development and reform commissions and industrial parks including Xiangjiang New Area, Yueyang Linglingesi New Port Area, and Huaihua International Land Port Economic Development Zone.

At the conference, the Hunan Provincial Development and Reform Commission presented 4,973 “Six Networks” projects to financial institutions and investment enterprises on site, with an investment and financing demand of approximately 500 billion yuan. Attending units actively seized policy opportunities in their respective fields, promoting a shift from the traditional path of “project approval first, funding search later” by proactively engaging with financial institutions at the project planning stage, conducting financing feasibility studies in advance, optimizing financing design plans, and innovating business models to concentrate the implementation of a batch of strategic, leading major projects of the “Six Networks.”

The meeting pointed out that “Six Networks” construction concerns long-term development, and each county, city, and industrial park should go beyond, pool wisdom and effort, sort out and optimize existing projects, plan and generate incremental projects, continuously solidify project reserves, establish evaluation incentive mechanisms, and improve project maturity.

The meeting emphasized that financial institutions should, based on their business advantages, classify and innovate financial products to precisely match different needs. For quasi-public welfare projects such as water networks and urban underground pipe networks, policy medium- and long-term loans and special bond matching financing should be utilized well. For projects with stable cash flows such as new power grids and logistics networks, medium- and long-term fixed asset loan investments should be increased, and green financial tools and infrastructure REITs should be used effectively to revitalize existing assets. For new infrastructure projects such as computing power and next-generation communications, equity-debt linkage should be explored, and credit enhancement methods such as revenue rights and intellectual property pledges should be innovated.

Financial institutions will form special teams to go down to counties, cities, and industrial parks, intervene early in project planning, open green channels for credit authorization, optimize review mechanisms, not solely rely on traditional collateral, scientifically evaluate the long-term operational value of projects, standardize project planning and credit enhancement arrangements, and increase financing support intensity.
