On October 22, a symposium on comprehensively enhancing the energy and power support capacity for the Hainan Free Trade Port was held in Haikou, Hainan. He Yang, Member of the Party Leadership Group and Deputy Director of the National Energy Administration (NEA), attended the meeting and delivered a speech. Ba Tel, Member of the Hainan Provincial Party Committee and Executive Vice Governor of Hainan Province, chaired the meeting.
The meeting pointed out that high-quality energy supply and high-standard power service are important foundations and shining cards for Hainan’s opening up to the outside world. Earlier this year, the NEA, together with relevant parties, formulated the “Action Plan for Comprehensively Enhancing the Energy and Power Support Capacity of the Hainan Free Trade Port.” Since the implementation of the Action Plan, the diversified supply and guarantee foundation of energy and power in the Hainan Free Trade Port has been continuously consolidated, the new power grid has been accelerated in construction, power supply service quality has continued to improve, and the construction of the clean energy island has been effectively advanced, with the overall situation of energy and power supply remaining stable.
The meeting emphasized that it is necessary to carefully implement the spirit of the important instructions, focus on shortcomings and weak links, plan ahead, and intensify efforts to promote the construction of energy and power infrastructure facilities, thereby truly enhancing support capacity and guarantee level. First, moderately advance the construction of a diversified supply and guarantee system, comprehensively consolidate the supply and guarantee foundation, push for the timely completion and operation of key power projects, accelerate the construction of important energy corridors, and strengthen the development and utilization of new energy. Second, accelerate the construction of the Hainan provincial new power grid, enhance power system resilience, continuously improve the power grid network foundation, strengthen system regulation capacity building, and accelerate the application of new power grid technologies and models. Third, improve power supply capacity and service levels, create a modernized power-using business environment, strengthen power grid equipment renewal and transformation and lean operation and maintenance, promote government-enterprise collaboration to improve power quality, and continuously enhance power supply service levels.
Representatives from relevant enterprises including the Hainan Provincial Development and Reform Commission, Southern Energy Regulatory Bureau, CNNC, CNOOC, China National PipeNet Corporation, China Southern Power Grid, China Huaneng Group, China Datang Corporation, China Three Gorges Corporation, China Energy Investment Corporation, PowerChina, and Shenergy Group made speeches on the symposium regarding the comprehensive enhancement of energy and power support capacity for the Hainan Free Trade Port. Relevant departments of the NEA and enterprise representatives attended the meeting.
